Launch of the National Study on the Digital Skills Gap in the ICT Sector

The DigiSkills Association launched the 2025 National Digital Skills Study titled “Analysis of the Supply and Demand Gap for Digital Skills in Jordan’s Information and Communications Technology (ICT) Sector.” The study was conducted by the Association under the Youth, Technology, and Jobs Project at the Ministry of Digital Economy and Entrepreneurship and was unveiled during a ceremony held under the patronage and in the presence of the Minister of Digital Economy and Entrepreneurship, Eng. Sami Smeirat. The event was attended by the university presidents, private-sector representatives, and development partners.

Conducted every two years, the study reflects the rapid evolution of digital labor market requirements and provides an in-depth analysis of the skills needed in the ICT sector, as well as the extent to which higher education outcomes meet these needs. The study aims to support national coordination efforts to enhance digital competitiveness and equip Jordanian youth with future-ready skills.

In his address, the Minister of Digital Economy and Entrepreneurship emphasized that the study represents an important milestone in modernizing Jordan’s economy, noting that digital skills development has become a cornerstone for driving economic growth and creating quality employment opportunities for youth. He stressed the importance of stronger alignment between education, training, and the private sector to ensure that graduates’ skills match the needs of a rapidly evolving labor market.

Eng. Smeirat added that the real value of the study lies in translating its recommendations into practical, measurable actions. He highlighted that building a robust national digital skills ecosystem requires joint efforts by universities, training providers, the private sector, and government entities. He reaffirmed the Ministry’s commitment to following up on the study’s findings and turning them into implementable initiatives in collaboration with all partners, in a way that opens new opportunities for Jordanian youth and strengthens Jordan’s position on the regional and global digital economy map.

Dr. Alaa Enshiwat, Chairman of DigiSkills Association’s Board of Directors, stated that the preparation of this study responds to an urgent national need to better understand the current digital skills landscape and identify gaps that hinder young talents’ readiness for the modern labor market. He noted that through leading the skills pillar of the Youth, Technology, and Jobs Project, the Association is working to develop a training ecosystem grounded in evidence-based analysis of actual market needs. He added that the study’s findings serve as a key reference for guiding national policies and enhancing youth competitiveness in the global digital economy.

The event featured a presentation of the study’s key findings, which were based on a multi-source research methodology including curriculum analysis, employer surveys, focus group discussions, quantitative data, and an analysis of job postings to identify the most in-demand digital skills in the Jordanian market. The results highlighted the strength of Jordan’s digital skills ecosystem, with 12,000 ICT graduates in the 2024/2025 period, reinforcing the Kingdom’s position as one of the region’s leading providers of qualified ICT talent and supporting its growing competitiveness in the digital economy.

The study also showed that the ICT workforce in Jordan reached 47,840 employees in 2025, with women accounting for 33% of the total workforce, while their representation in leadership positions did not exceed 4%.

The launch event also included a panel discussion titled “Towards Integrated Efforts to Meet the Requirements of the Digital Economy,” bringing together training experts, private-sector representatives, and development program partners. The discussion addressed ways to strengthen the digital skills ecosystem and respond to the continuously evolving demand for advanced digital skills in the labor market. Participants underscored the importance of the study as a national reference that provides reliable data to support policymakers in designing digital skills development programs, empowering youth to seize opportunities offered within the digital economy, and enhancing their role in building Jordan’s digital future.

The 2025 study represents a comprehensive update to the previous edition launched in 2022, as part of joint efforts between the government, the private sector, and international partners to enhance Jordan’s digital competitiveness and support policies and programs aimed at preparing a workforce capable of meeting the demands of the modern labor market.
